Street ooding began early Friday evening, when 4 inches of rain fell locally in less than half an hour. On Saturday, the city received 2 inches of rain, and then 2 more inches on Sunday.

North Port City Manager Jonathan Lewis said it was not the amount of rain that fell, but that it came in a short period of time, causing drainage problems on city streets.

North Port was built on a swamp, and sometimes Mother Nature doesnt like to be controlled, Lewis said. Lewis said localized ooding within city limits happened Friday and non-localized ooding continued Saturday and Sunday.

Non-localized ooding is when rain falls north of the city, and it ows down to North Port, causing ooding in canals and other city water structures.

Lewis said the main problem Friday evening was that heavy rainfall occurred in only 30 minutes at 5: The Public Works department classies passable streets to be roads with less than 6 inches of water covering them.

Jockey Club resident Linda Peterson said street ooding caused a sinkhole on the corner of Woods Lane and Fairbrook Street near her home. All the driveways on Fairbrook and Shenandoah streets had standing water on Monday, and Peterson said she and some of her neighbors experienced ooding in their backyards.

Thank God it stops after just a little bit or else all the houses would be under, Peterson said. Public Works employ ees came out Monday afternoon to mark off the area of the sinkhole just right of the stop sign at the intersection of Woods and Fairbrook.

One employee said street ooding normally occurs off Biscayne Drive, and it is unusual to get a sinkhole or other ooding in the Jockey Club area.

Lewis said the R Canal, which is a water structure north of Estates Drive, is now full because of rainfall that happened north of the county on Saturday.

Public Works employees are secondary. They take these tests to learn about incident command. Its really so when they show up after a hurricane or other crisis, they know who is in charge and dont say, Im not listening to you.

Public Works employees really dont even have to take those tests, but like everyone in the county, we have committed to them.

We should make sure the tests are taken properly. We can help if they ask for it, he said. Since no one came forward, they are not investigating. Rich Berman city emergency manager is also highly qualied to teach these classes, so there are resources available if needed.

They can be difference makers for a community. Understanding this process is one way to help ensure disaster recovery is done effectively.

Patrick Murphy, a former year Public Works employee, said no worker will come forward to report mass cheating to a supervisor, director or the city manager.

Where Emanuel makes a powerful point is in condemning the manic desperation to endlessly extend life. Medical choices should not be dictated by a patients age, but they should be informed by it.

Extreme treatments to save or even minimally extend the life of a young mother are not necessarily appropriate for an year-old grandmother.

Physicians fail their patients by automatically defaulting to treatment. Here I break from Emanuel. He opposes euthanasia and physician-assisted suicide, but this position does not give adequate weight to the dignity with which we would like to live and die.

Why must a terminally ill cancer patient suffer an agonizing decline when there is a more merciful alternative? Why, and this is a harder question, must an Alzheimers patient be condemned to slowly lose mental and physical capacities?

Facing that terrible situation, I would prefer the choice not to be remembered, in Emanuels words, as feeble, ineffectual, even pathetic. Emanuel concludes with an escape clause: At 75, he writes, I retain the right to change my mind and offer a vigorous and reasoned defense of living as long as possible.

I look forward to that uncharacteristic about-face, and to sitting down to more of Zekes excellent cooking at 76, 80 and beyond.
